Digital Documents Are Convenient but Very Hard to Manage Why?
- There is no such thing as an original
- All electronic documents are copies
Then there are the issues and questions of:
- Who created it?
- Has it been altered ?
- Is this the correct version ?
- What about a digital signature?
PKI is just too heavy handed, difficult, and commercially perverse. Government needs to Codelmark electronic data because:
- Information shared through the Government Gateway is difficult to authenticate
- Increased demand for delivery of electronic services that do not rely on paper e.g benefits
- Need to reduce fraud
- Need for accurate archive
